Executive Order No. 596 establishes the municipalities of Hagonoy, Malalag, Dona Alicia, and Babak in Davao, delineating their boundaries and governance structures while adjusting the territories of neighboring municipalities.

Territorial Boundaries and Composition of Municipality of Hagonoy

  • Comprises northern part of the municipality of Padada
  • Boundary defined by a west-to-east line along latitude 6°40'30" north, passing through Kilometer 318.5 on the Digos-Malalag-Makar national road
  • Includes barrio of Hagonoy (municipal seat) and all barrios north of the line in Padada

Territorial Boundaries and Composition of Municipality of Malalag

  • Comprises southern and southeastern part of municipality of Padada
  • Separated by a west-to-east line passing through Bolton Barrio Boundary Monument No. 20, Santa Cruz Cadastre 275 Davao
  • Includes barrios: Malalag (municipal seat), Bulacan, Bolton, Santa Maria, New Baclayon, and Sulop

Territorial Boundaries and Composition of Municipality of Doña Alicia

  • Includes eastern part of municipality of Tagum and northern part of municipality of Pantukan
  • Boundary with Tagum defined from Tagum's southeastern coast boundary extending to northeasternmost corner
  • Boundary with Pantukan defined between barrio Pindasari and Mampising Plantation from sea coast eastward to mountains
  • Includes barrios: Cuambog (municipal seat) and Pindasan

Territorial Boundaries and Composition of Municipality of Babak

  • Comprises northern part of Samal Island
  • Bounded by a straight line from west coast at approximately longitude 125°39'30" east, latitude 7°6'10" north, to east coast at approx. longitude 125°47'45" east, latitude 7°7' north
  • Includes barrios: Babak (municipal seat) and Libuak

Adjustments to Parent Municipalities

  • Municipality of Padada loses territories incorporated into Hagonoy and Malalag
  • Municipality of Tagum loses territory incorporated into Doña Alicia
  • Municipality of Pantukan loses territory incorporated into Doña Alicia
  • Municipality of Samal loses territory incorporated into Babak

Conditions for the Existence of New Municipalities

  • Each municipality (Hagonoy, Malalag, Doña Alicia, Babak) will exist starting upon:
    • Appointment and qualification of mayor, vice-mayor, and majority of councilors
    • Certification by Secretary of Finance or Provincial Treasurer of Davao of financial capability to implement Minimum Wage Law
