Purpose and creation of Asia
- The Executive Order organizes the barrios of Asia, Jinuba-an, and Colipapa, together with certain portions of the barrio of Bacuyagan, into an independent municipality.
- The independent municipality is established under the name Municipality of Asia.
- The seat of government is fixed at the barrio of Asia.
Included areas and territorial boundaries
- The territory of the municipality of Asia consists of the organized barrios and specified portions of Bacuyagan taken from the Municipality of Cauayan, Negros Occidental.
- The Executive Order provides boundaries using the Index Map of Cauayan Cadastre B. L. No. 193, Province of Negros Occidental, surveyed June, 1924 to July, 1927, by Cadastral Survey Party No. 20-A, Bureau of Lands.
- Starting point: the boundaries begin at the point where the southern boundary of the municipality of Sipalay touches the shore of Nabulao Bay in the barrio of Bacuyagan.
- The boundary description follows the specified sequence: a straight west-to-east line to the intersection with the present boundary between Cauayan and Hog, then southwesterly along the Cauayan-Ilog boundary through the named M.B.M. and P.B.M. points, then along the provincial boundary of Negros Occidental and Negros Oriental, then to M.B.M. No. 17 / M.B.M. No. 1 of Tolong at the seashore.
- The outer limit includes the boundary of the municipal waters that the Municipality of Asia should have pursuant to section 2321 of the Revised Administrative Code, returning to the point of beginning.
- The Executive Order states that the municipality of Cauayan shall consist of its present territory minus the territory comprised in the municipality of Asia.
Government commencement and officials
- The municipality of Asia is created to operate as an independent political unit.
- Existence and governance commence when the mayor, vice-mayor, and a majority of the municipal councilors are appointed and qualify.
Effect on Cauayan’s territory
- Municipality of Cauayan retains its remaining territory after deducting the territory that becomes Municipality of Asia.
- The territorial subtraction is defined by the portion of Cauayan that corresponds to the newly organized municipality of Asia.
