Purpose and creation of Madrid municipality
- The executive order organizes a defined portion of the municipality of Cantilan, Province of Surigao into an independent municipality.
- The new municipality shall be known as the municipality of Madrid.
- The municipality of Madrid is created to be independent from Cantilan to the extent of the territory described in the executive order.
Geographic coverage and territory boundaries
- The municipality of Madrid shall consist of the eastern part of the municipality of Cantilan, bounded and described by specific boundary lines.
- The boundary begins at a point in Cantilan River near the sea immediately west of the poblacion of the barrio of Union.
- The boundary runs southerly in a straight imaginary line to kilometer 126 in the sitio of Tagcoling along the national road.
- The boundary then runs southeasterly in straight lines to the point where it first coincides with the lower course of the Sibyoc River, somewhere west of the sitio of Labao.
- The boundary then follows the Sibyoc River upstream until it intersects the Surigao-Agusan boundary in the Diwata Mountains.
- The boundary then follows the Surigao-Agusan boundary in a northeasterly direction until it reaches the point where the Cantilan-Lanuza boundary meets the Surigao-Agusan boundary.
- The boundary then follows the Cantilan-Lanuza boundary until it touches the seashore.
- The boundary then follows the limits of the marine waters that the municipality of Madrid shall have pursuant to Section 2321 of the Revised Administrative Code back to the point of beginning.

Barrios and seat of government
- The municipality of Madrid consists of the following barrios: Madrid and Union.
- The barrio of Madrid is designated as the seat of the municipal government.
- The barrio of Union forms part of the municipality of Madrid.
Effect on Cantilan’s territory
- The municipality of Cantilan retains its present territory but has its territory reduced by the portion included in the municipality of Madrid.
- The executive order therefore effects a transfer of the described portion from Cantilan to Madrid.
Organization, start of existence, and conditions
- The municipality of Madrid must be organized and begin to exist only upon meeting two conditions.
- First, the Provincial Treasurer must certify that the new municipality possesses financial capacity to pay its officials and employees the minimum wages and salaries in accordance with Republic Act No. 602.
- Second, the municipality must be operational through the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.
- Once both conditions are met—Provincial Treasurer certification under Republic Act No. 602 and the appointment and qualification of the local officials—the municipality of Madrid shall be organized and begin to exist.
