Policy Guidelines for Survey Execution
- Surveys assigned by DENR Regional Technical Director for Lands only upon written request by MARO/PARO through DARRO.
- DENR accepts survey requests only with complete technical documents: title photocopy with technical descriptions, certified/sketch survey plans, and subdivision scheme if applicable.
- Requests lacking documents are returned immediately.
- DAR representatives must be present during surveys to address issues.
- DAR prepares subdivision schemes for untenanted lots; subdivisions of tenanted lots based on actual tenant occupancy.
- Initial surveying of untenanted lands limited to boundary surveys unless subdivision scheme is submitted prior to fieldwork.
- DAR technicians assist boundary identification and resolve occupancy limits for tenants exceeding 3 hectares.
- Both DAR and DENR maintain journals documenting survey submissions and status to avoid duplication.
- Survey expenses charged against CARP Survey Funds (ARF and Regular).
- Survey submissions after the 3rd quarter of the year will be planned for the following year.
Boundary Survey Procedure
Preliminary Activities:
- Survey requests must be accompanied by certified/sketch plans with vicinity maps.
- If absent, DAR must prepare the necessary plans from titles or documents.
- Field identification coordinated with DAR technician support.
Field Work:
- Conduct reconnaissance and gather property information from locals.
- Mark corners using standard monuments per the Manual for Land Surveys.
- Adopt existing physical markers and features where appropriate.
- Delineate agricultural portions and note non-arable lands as indicated by DAR.
Survey Output:
- Submit five certified copies of the approved survey plan and technical description to DARRO.
- Certification to be signed by authorized DENR Regional Official.
Subdivision Survey Procedure
Preliminary Activities:
- DENR assigns survey upon receiving request with subdivision scheme and documents.
- Attach antecedent surveys if approved; if unavailable, secure certification and conduct resurvey.
- Concrete corner monuments required, engraved with "AR." Farmer-beneficiaries encouraged to set monuments under supervision.
- Tenants, adjacent landowners, and local officials notified before surveys; hold Pulong-pulong meetings before and after surveying.
Field Work:
- Survey controls per Section 93 of Manual for Land Surveys; connect to established reference points.
- Survey tenanted lots and leasehold areas separately.
- DAR resolves boundary conflicts among tenants.
- Survey government reservations jointly or after clearance.
- Provide narrative reports on surveys with errors, recommending corrective actions for titles.
- Survey non-agricultural areas and eroded lands as separate lots; consult relevant agencies.
- DAR representative pinpoints areas for survey.
- Lots 3 hectares and below with one tenant only require sketch plans.
Preparation of Survey Returns:
- Use prescribed L.M.B Forms for isolated surveys.
- Lot numbering: alphabetical for up to 26 sublots; a1a onward if more.
- Computations follow isolated survey systems per Manual.
- Plans use isolated survey format; CARP surveys identified with "(AR)" suffix.
- Use map scales prescribed in the Manual for Land Surveys.
- One plan per titled property; contiguous properties may be consolidated if in the same municipality.
- Submit all required documents per DENR Administrative Order and Land Surveys Manual.
Farmers' Homelots
- Surveyed according to isolated survey provisions in the Manual.
- Homelots within project sites included in project surveys; homelots outside arranged separately.
Subdivision Surveys in Landed Estates and Settlement Projects
- DENR may conduct surveys on subdivided lots allocated to farmer-tillers upon written request and complete inventory from DAR.
- Surveys of unsurveyed landed estates or settlement projects also done by DENR upon DAR request.
Effectivity and Superseding Provisions
- This Circular modifies previous inconsistent issuances.
- Takes effect immediately upon adoption on July 24, 1991.
