Registry of Employers and Workers
- The Philippine Overseas Employment Administration (POEA) must provide Philippine Overseas Labor Offices (POLOs) with monthly updated registries.
- The registry includes employers/companies’ names, addresses, contact numbers, and the workers employed along with their skills and positions.
Designation of Security Coordinators
- Employers are required to designate a responsible officer or staff member with whom POLOs will coordinate on security and monitoring issues.
- POLOs must also identify a Filipino coordinator from among the employees at the company to assist in these matters.
Orientation and Security Planning
- POLOs, upon identifying the focal persons, will conduct orientation trainings focused on coordination, assistance, and the development of a practical security plan.
DOLE Crisis Management Committee
- A DOLE Crisis Management Committee is established, headed by the Undersecretary for Employment Promotion and Manpower Development.
- Members include Administrators of the POEA and Overseas Workers Welfare Administration (OWWA) and the Director of the International Labor Affairs Service (ILAS).
Incident Reporting and Information Sharing
- POLOs, in close coordination with the Philippine diplomatic mission (Head of Mission), must submit incident reports and relevant information immediately to the DOLE Crisis Management Committee.
Communication and Coordination Support
- ILAS is tasked with providing POLOs contact details (phone numbers and e-mail addresses) of the DOLE Crisis Management Committee members to facilitate communication.
Enforcement
- The guidelines are mandated for strict compliance by all relevant offices and personnel.
