Key Definitions
- Operational Capacity: The percentage or number of employees allowed to physically report to work at a government agency.
- Skeleton Workforce: The minimal number of employees necessary for a government agency to perform its basic functions.
Operational Capacity under MECQ (Section 2)
- Government agencies shall operate using a skeleton workforce, not exceeding 50% operational capacity at any given time.
- Exceptions exist for agencies responsible for health and emergency frontline services, border control, and other critical services which may operate at higher capacities as needed.
Alternative Work Arrangements (Section 3)
- Agencies must ensure service delivery is not impaired despite reduced on-site workforce.
- Heads of agencies must adopt the most appropriate alternative work arrangements (e.g., telecommuting, flexible work hours), in compliance with Civil Service Commission rules.
Legal Basis and Coordination
- Built upon prior guidelines by the Inter-Agency Task Force (IATF) and the Civil Service Commission (CSC) Memorandum Circular No. 10 (s. 2020) on alternative work arrangements during the COVID-19 pandemic.
Enforcement and Implementation
- Effective immediately upon issuance on August 3, 2020.
- Issued by the Executive Secretary by authority of the President.
Objective
- To maintain continuous government service delivery during MECQ while ensuring compliance with quarantine restrictions and employee safety.
