Proclamation No. 611 reserves a portion of a military reservation in Northern Samar for socialized housing, to be administered by the National Housing Authority, with an Inter-Agency Committee formulating rules and regulations for implementation.

Survey and Title Coordination

  • The parcels of land will be surveyed in coordination with the Department of National Defense.
  • They will be segregated from the Transfer Certificate of Title (TCT) No. 0-2539-160 issued in the name of the Commonwealth of the Philippines.

Administration by the National Housing Authority (NHA)

  • The area reserved for socialized housing purposes shall be administered by the National Housing Authority.
  • Disposal of the land shall follow the provisions of RA 7279.

Creation of an Inter-Agency Committee

  • An Inter-Agency Committee is created to formulate implementing rules and regulations for the proclamation.
  • The committee is chaired by the Housing and Urban Development Coordinating Council (HUDCC).
  • The Municipality of Catarman serves as Vice-Chairman.
  • Members include representatives from:
    • National Housing Authority
    • Department of National Defense/Armed Forces of the Philippines
    • Department of Environment and Natural Resources
    • Presidential Commission for the Urban Poor
    • People's Organization in the area

Exclusion of Lands for Public or Quasi-Public Use

  • Portions of the reserved area used or earmarked for public or quasi-public purposes are excluded from disposition under this proclamation.

Restrictions on Alienation and Encumbrance

  • Except when in favor of the Government or its branches/agencies, lands disposed of cannot be alienated or encumbered for ten (10) years from title issuance.
  • These lands are exempt from satisfaction of any debt contracted before the expiration of this ten-year period.
  • However, improvements on the land may be mortgaged to qualified persons, associations, partnerships, or corporations.

Reimbursement to the National Government

  • The National Housing Authority shall reimburse the National Government the value of the land after the qualified beneficiaries complete final payment for the reserved housing areas.

Legal Effect and Authority

  • The proclamation is executed by the President of the Republic of the Philippines, reflecting the exercise of presidential powers vested by law.
  • The proclamation was signed and sealed in Manila on April 20, 2004, under the order of the President, with the Executive Secretary's authentication.
