Exclusion of Palawan Land for Socialized Housing

Mass housing includes regularizing land tenure for informal settlers on government lands not used for their reserved purpose for at least 10 years from Republic Act No. 7279's effectivity.
Executive Order No. 131 (October 1, 2001) supports this regularization.
The initiative supports asset reform directed at redistributing physical assets to the poor.

A parcel of public domain land reserved for the Philippine Constabulary (PNP now) in Barangay Tiniguiban (now Tiniguiiban), Puerto Princesa, Palawan, is excluded from Proclamation No. 781, Series of 1935.
The land is declared open for socialized housing disposition under a usufruct scheme.

Two land parcels are identified:
1. Lot No. 2596-B, Cad 800-D, with an area of 7,215 sq. meters.
2. Lot No. 2596-D, Cad 800-D, with an area of 47,219 sq. meters.
Both parcels are situated in Barangay Tiniguiiban, City of Puerto Princesa, Province of Palawan.
Detailed metes and bounds are provided for both parcels.

The Philippine National Police (PNP) will administer the property.
The usufruct scheme involves qualified bona fide occupants who shall occupy the lands.

HUDCC will assist in organizing a Local Inter-Agency Committee (LIAC) as mandated by Memorandum Order No. 74, September 13, 2002.
LIAC will facilitate and expedite post-proclamation activities necessary to transfer the land to bona fide occupants.
The goal is early disposition and development of a viable community using participatory planning and suitable development methods.

The proclamation was signed by President Gloria Macapagal-Arroyo on January 19, 2004, in Manila.
The Executive Secretary, Alberto G. Romulo, countersigned the proclamation.

Usufruct scheme: A legal arrangement where occupants have the right to use and enjoy the property without ownership.
Socialized housing: Housing aimed at low-income or homeless citizens.
Regularization of land tenure: Legalizing occupants' rights over government land that has remained unused for designated purposes over a set period.
Asset reform: Redistribution of physical assets to empower the poor.
Local Inter-Agency Committee (LIAC): A body established for managing and overseeing housing site disposition and development activities.
