Acceptance Procedures for IEMS Items

  • Separate window for IEMS acceptance recommended, handling both letter-post and parcels.
  • Clerks must be knowledgeable about IEMS countries, agreements, and rates.
  • Display EMS signs and logos for customer guidance.

Packaging and Addressing Requirements

  • Use strong wrapping suited to contents, especially for fragile and liquid items.
  • Liquids must be in leak-proof containers packed within absorbent materials.
  • Addresses must be complete with postcodes and contact numbers if possible.
  • Sender’s name and return address always required.

Documentation Requirements

  • Self-carbonated receipt must be fully completed by clerk.
  • Original copy attached to item, duplicate to sender, triplicate retained by office.

Size and Weight Limits

  • Maximum dimension: 1.5 meters for any one side.
  • Total length plus greatest circumference: maximum 2 meters.
  • Weight limit: 20 kilograms or as per destination country regulations.

Prohibited Articles

  • Universal Postal Union (UPU) prohibitions apply to IEMS items.
  • Import and transit restrictions as per UPU’s List of Prohibited Articles must be observed.

Customs Documentation

  • Customs Declaration Forms (C1, C2/CP3, CP5) required for every EMS parcel.
  • Specify business papers, gifts, samples, or merchandise with value and weight.
  • Samples without commercial value considered merchandise.

Free Special EMS Envelopes for Business Documents

  • Provided free to promote service for important business papers.
  • Acceptable items include advertising materials, tickets, reports, artworks, manuals, passports, photographs, and similar documents.

Dispatch Procedures

  • All outbound IEMS items sent immediately to Special Services Center (SSC) in Manila.
  • Internal billing with detailed listing of items, sender, addressee, weight, and postage required.
  • Domestic EMS items must not be mixed with international ones.

Reporting Requirements

  • Acceptance offices must submit monthly reports by the 5th day of the following month.
  • Reports include volume by destination country and postage revenue collected.

Delivery of Incoming IEMS Items

  • Items destined outside Metro Manila to be delivered promptly except merchandise requiring customs inspection.
  • Undeliverable items to be returned to SSC with reasons noted.
  • Delivery offices to send Forwarding and Advise of Disposition Forms and Proof of Delivery to SSC.
  • Delays must be explained for foreign origin countries’ information.

Oversight and Compliance

  • Supervisory officials responsible for strict compliance nationwide.
  • Previous conflicting orders revoked or modified accordingly.

  • Includes SSC-NCR Manila, major central post offices in Makati, Pasay, Quezon City, Cebu, Davao, and others.

  • Australia, Brunei, China, Colombia, Hong Kong, Japan, South Korea, Macao, Netherlands, New Zealand, Nigeria, Norway, Pakistan, Qatar, Saudi Arabia, Switzerland, Thailand, UAE, USA (including Guam and Hawaii), Spain.
