Ceasefire directives in Southern Philippines

Both national and local civil governments are mandated to collaborate with the AFP and the Integrated National Police.
This cooperation includes providing all necessary facilities and support to these forces to fulfill their duties.

Any individual committing crimes under ordinary criminal laws (e.g., murder, ambuscade, armed attack, robbery, extortion, coercion, kidnapping, arson) will be presumed not to be members of the Moro National Liberation Front (MNLF) or other armed rebel groups.
Such individuals will be treated as ordinary criminals, without entitlement to special treatment based on any claimed affiliation.
Criminal proceedings will follow the Standard Operating Procedures (SOP) of the AFP and Integrated Police Force.
Notification must be given to the MNLF if a claim is made that an apprehended criminal belongs to the organization.

Any violations of the ceasefire must be reported to the Ceasefire Committee.
Reports shall also be submitted to local and national government authorities.
The Quadripartite Committee of the Islamic Conference must be informed of any breaches.

Maintenance of law and order remains paramount even during ceasefire.
Criminal acts are to be addressed under the framework of standard law enforcement, disregarding ceasefire-related immunity claims.
Coordination between military, police, civil authorities, and international committees is integral to the ceasefire enforcement and monitoring process.
