Cooperation Between Military and Civil Government

  • Both national and local civil governments are mandated to collaborate with the AFP and the Integrated National Police.

Treatment of Individuals Involved in Crimes

  • Any individual committing crimes under ordinary criminal laws (e.g., murder, ambuscade, armed attack, robbery, extortion, coercion, kidnapping, arson) will be presumed not to be members of the Moro National Liberation Front (MNLF) or other armed rebel groups.
  • Such individuals will be treated as ordinary criminals, without entitlement to special treatment based on any claimed affiliation.
  • Criminal proceedings will follow the Standard Operating Procedures (SOP) of the AFP and Integrated Police Force.
  • Notification must be given to the MNLF if a claim is made that an apprehended criminal belongs to the organization.

Reporting Violations of the Ceasefire Agreement

  • Any violations of the ceasefire must be reported to the Ceasefire Committee.
  • Reports shall also be submitted to local and national government authorities.
  • The Quadripartite Committee of the Islamic Conference must be informed of any breaches.
