Effective July 14, 2003, the Department of Labor and Employment will issue free electronic ID cards (e-Cards) to qualified seafarers to streamline their transactions with the POEA and OWWA, contingent upon the submission of required documents alongside their employment contracts.

Application Process and Required Documents

  • Application for the e-Card is processed simultaneously with the employment contract.
  • Required documents submitted to the OWWA cashier upon payment of the Welfare Fund Contribution include:
    • Seafarer's e-Card ID Form.
    • A 2x2 passport-quality photograph with a plain background.
    • Photocopy of the identification page of the Seafarer’s Identification and Record Book (SIRB).

Processing Procedure and Claiming of the e-Card

  • Upon submission of the employment contract and SIRB, a Request to Process Seafarer (RFS) Form is generated and stamped "Received for Processing" by the Sea-Based Employment Accreditation and Processing Center.
  • The stamped RFS Form serves as the claim stub for the e-Card.
  • Claiming of the e-Card is done at the OWWA counter located at the Philippine One Stop Processing Center (PSOC) in the ground floor lobby of the POEA building.

Regulatory Oversight and Compliance

  • The memorandum circular is issued for strict compliance and guidance of all concerned stakeholders.
  • Adoption date of the circular is June 24, 2003.
  • The circular is signed by Angeles T. Wong-Garcia, Officer-in-Charge.
