Designation of Case Monitoring Units (CMUs)

  • The Field Investigation Office (FIO) acts as the CMU for the OMB for fraud audit cases, responsible for receiving and recording all related documents.
  • The Fraud Audit and Investigation Office (FAIO) is designated as the CMU for COA, responsible for receiving, processing, and custody of fraud audit cases and distributing copies to relevant COA units.

Guidelines for Implementation

  • Both CMUs must simultaneously conduct an inventory of all fraud audit cases from January 2005 to July 2010 using a prescribed template, to be completed within six months from the JMC signing date.
  • CMUs are responsible for continuous maintenance and updating of the fraud audit case database to provide complete and reliable information.
  • Coordination between FIO and FAIO shall occur for status updates; any request for case records must be submitted in writing and approved by heads of FAIO and FIO, with expedited action.
  • The OMB’s CMU (FIO) will forward duplicate copies of signed OMB resolutions, decisions, and orders related to fraud audit cases, as well as court decisions, to COA’s FAIO.
  • COA’s FAIO will provide FIO with copies of Notices of Disallowance, Notices of Charge, and final and executory COA decisions related to fraud audit cases.
  • Both OMB and COA are mandated to promulgate necessary rules and regulations to effectively implement this Joint Memorandum Circular.

Effectivity Clause

  • The Joint Memorandum Circular becomes effective immediately upon signing, ensuring prompt implementation of the case records management system between OMB and COA.
