Documentary Requirements for TMA Registration

  • Submission of the following to POEA or MECO in Taiwan:
    • Valid CLA license notarized by Taiwan district court.
    • Certificate of good standing from CLA.
    • Completed TMA application form and photocopy of TMA owner's valid passport.
  • Registered TMAs are included in POEA's official list shared with concerned entities.

Accreditation of Taiwan Employers

  • Employers must submit these documents for accreditation:
    • Certificate of Business Registration of the TMA (with English translation).
    • Master employment contract notarized by a Taiwan district court and verified by MECO.
    • Special Power of Attorney (SPA) from direct employer favoring Philippine agency and TMA, notarized and verified.
    • Memorandum of Agreement between TMA and Philippine agency, notarized and verified.
    • Manpower request notarized and verified.
    • CLA letter of approval verified by MECO.
  • Accreditation certificates issued after compliance.

Documentary Requirements for Worker Processing at POEA

  • Must submit:
    • Duly accomplished worker Information Sheet.
    • Individual employment contract based on approved master contract (co-signed by TMA for domestic helpers/caregivers).
    • Visa stamped on passport.

Additional Manpower Requests by Accredited Employers

  • Submission of:
    • CLA letter of approval verified by MECO.
    • Notarized and verified manpower request signed by employer.

Renewal of Accreditation for Taiwan Employers

  • With same TMA, submit:
    • Letter of confirmation from employer.
    • Valid business license (if necessary).
    • CLA letter of approval verified by MECO.
    • Confirmation of employment contract.
  • With different TMA, submit:
    • Certificate of Business Registration of new TMA.
    • Master employment contract notarized and verified.
    • SPA in favor of new TMA.
    • Memorandum of Agreement between new TMA and Philippine agency.

Employer Accreditation Policy

  • Each Taiwan employer accredited to only one PRA.
  • Second PRA accreditation allowed if justified by:
    • Manpower volume.
    • Deployment urgency.
    • Skill sourcing difficulty.
    • Other justifiable reasons determined by Administration.

Suspension or Cancellation of TMA Registration

  • Automatic suspension or cancellation if CLA license is suspended, cancelled, or expired.
  • Failure to comply with POEA rules may lead to POEA-initiated suspension or cancellation.

Pre-Departure Orientation Seminar (PDOS) Requirement

  • Mandatory Taiwan-specific PDOS for all outgoing workers.
  • PDOS includes skills-specific modules developed by POEA with industry and NGO collaboration.
  • Only POEA-accredited associations/NGOs conduct PDOS.
  • PDOS certificate required before departure at POEA Labor Assistance Center.

Transitory Provisions

  • Workers processed under previous rules allowed if TMA signs an Affidavit of Undertaking limiting on-site fees.
  • Repeals inconsistent previous issuances.
