Constitutional policy and intent
- Section 2 states that it is the policy of the State, under Article II, Section 11 of the 1987 Philippine Constitution, to value the dignity of every human person and to guarantee full respect for human rights.
- The State values inculcating love of country and social responsibility among the youth under Section 2.
- The State supports the observance of International Students' Day, which was spearheaded by the International Students' Council in 1941, to commemorate the execution of nine (9) Czechoslovakia students who fought against the Nazi occupation under Section 2.
- The Act ties National Students' Day to student activism and leadership in support of Philippine democracy under Section 3.
Declaration: National Students' Day
- Section 3 declares November 17 of every year as National Students' Day.
- Section 3 recognizes the contribution of student activism to Philippine democracy.
- Section 3 recognizes student initiatives to foster leadership among Filipino students.
Annual program and lead agency
- Section 4 requires an annual program of activities for the observance of National Students' Day.
- The National Youth Commission (NYC) serves as the lead agency for preparing and implementing the annual program under Section 4.
- The Department of Education and the Commission on Higher Education must support the NYC to facilitate and promote related activities under Section 4.
- All schools, colleges and universities are encouraged to extend their full support to exercises and activities launched by students during the observance under Section 4.
Implementation participants
- The National Youth Commission (NYC) is responsible for preparing and implementing the annual program of activities under Section 4.
- The Department of Education supports the NYC in facilitating and promoting related activities to public and private schools under Section 4.
- The Commission on Higher Education supports the NYC in facilitating and promoting related activities under Section 4.
- Public and private schools, as well as colleges and universities, are the primary educational institutions targeted for related student activities under Section 4.
