General Responsibilities of the Authority

  • Promote and undertake scientific research and development across all fields.

  • Encourage private sector participation and strengthen manpower and infrastructure.

Organizational Structure

Science and Technology Council System

  • Establishes Philippine Councils for Health, Industry and Energy, Agriculture and Resources Research and Development.
  • These, along with the National Research Council, form a Science and Technology Center System.
  • Councils have Secretariats headed by Executive Directors appointed by the President.
  • Director General coordinates Councils to synchronize programs and avoid duplication.

  • Authority may establish regional or field offices domestically and abroad with Presidential approval.

Advisory Bodies

  • Director General may establish advisory bodies for science and technology policy formulation and seek advice from reputable organizations.

  • Established within the Civil Service for scientific personnel with advanced degrees.
  • Features merit-based entry and advancement, parallel career paths, incentives, and retention measures.
  • Civil Service Commission, assisted by the Authority, manages the system.

Science and Technology Communities

  • Established to promote sharing of research facilities and libraries among academic and scientific institutions.
  • Initial communities established in Diliman (energy, earth, atmospheric sciences), Bicutan (industrial sciences), and Los BaAos (agriculture, forestry, life sciences).

Appropriations

  • Existing funds for the National Science Development Board and related entities allocated for the Authority's operation.
  • Additional funding of at least fifty million pesos may be appropriated with required approvals.

Abolishment and Transfer of Functions

  • National Science Development Board and its governing bodies abolished.
  • All functions, powers, records, equipment, and appropriations transferred to the Authority.
  • References to the former Board now refer to the Authority and its Director General.

Repealing and Separability Clauses

  • Invalidity of any provision does not affect other parts, ensuring the Executive Order's objectives are met.

Effectivity

  • The Executive Order takes immediate effect upon issuance.
