NAMCYA Special Committee

  • Composed of key officials from NCCA, DepEd, DOT, DILG, DICT, PIA, CCP, NYC, and NAMCYA Foundation.
  • NAMCYA Foundation President to monitor daily operations and serve as Secretariat.

Entitlements of NAMCYA

  • Access to assistance, benefits, and privileges from government agencies:
    • CCP: Free use of venues/facilities and office space with reasonable charges.
    • NCCA: Preference in project proposals with financial and technical support.
    • DepEd and CHED: Help in participant selection/training; venue/facility use.
    • DILG and LGUs: May allocate funds; provide venues and research assistance.
    • NYC: Promote youth involvement.
    • DOT: Promote cultural tourism linked to performing arts.
    • DICT: Enable online musical activities.
    • PIA: Nationwide dissemination of information.
    • GOCCs: Authorized to give donations/grants.

Memorandum of Agreement

  • To be executed within 30 days by NAMCYA Special Committee with concerned agencies.

Appropriations

  • Initial funding charged to current year NCCA budget.
  • Future allocations included in General Appropriations Act.
  • Subject to budgeting, accounting, and auditing rules.

Implementing Rules and Regulations

  • To be formulated by NCCA within 60 days in consultation with NAMCYA and other agencies.
  • Failure to promulgate rules does not prevent law implementation.

Separability Clause

  • Invalidity of any provision does not affect the rest of the law.

Repealing Clause

  • Repeals or modifies conflicting laws, decrees, orders, rules, and regulations.

Effectivity

  • Takes effect 15 days after publication in Official Gazette or newspaper of general circulation.
