Policy and purpose declared
- Proclamation No. 1478 implements the State policy to prioritize the needs of the underprivileged sick, elderly, disabled, women and children (Art. XIII, Section II, 1986 Philippine Constitution).
- Proclamation No. 1478 affirms the recognition of the right of physically challenged persons to special care, education, training, and job opportunities to enjoy full and decent lives and dignity and achieve the greatest degree of self-reliance and social integration (Art. 23, Paragraph I, The U.N. Convention on the Rights of the Child).
- Proclamation No. 1478 recognizes the estimated presence of at least 8,000 to 10,000 Filipinos with hemophilia in the archipelago.
- Proclamation No. 1478 acknowledges that many Filipinos with hemophilia remain unidentified and untreated, and that inadequate treatment is received by less than 10% of identified Filipinos.
- Proclamation No. 1478 states that disability results when Filipinos with hemophilia lack means to pay the exorbitant cost of medicines and therapeutic products such as blood, plasma, cryoprecipitate, cryosupernate, and Factor Concentrate.
- Proclamation No. 1478 promotes nationwide awareness to educate the public that Filipinos with hemophilia deserve to live normal lives.
- Proclamation No. 1478 mandates government agencies to support efforts of the private sector in hemophilia awareness activities.
Designated national lead agency
- The Department of Health (DOH) is designated as the lead government agency for the commemoration.
- The DOH must carry out the commemoration in collaboration/coordination with the Hemophilia Association of the Philippines for Love and Service (HAPLOS) Foundation, Inc.
- The DOH must also collaborate/coordinate with the Philippine Hemophilia Foundation.

- Proclamation No. 1478 enjoins the Department of Education (DepEd) to extend utmost support and cooperation in the commemoration.
- Proclamation No. 1478 enjoins the Department of Labor and Employment (DOLE) to extend utmost support and cooperation in the commemoration.
- Proclamation No. 1478 enjoins the Department of Social Welfare and Development (DSWD) to extend utmost support and cooperation in the commemoration.
- Proclamation No. 1478 enjoins the Department of the Interior and Local Government (DILG) to extend utmost support and cooperation in the commemoration.
- Proclamation No. 1478 enjoins the Department of Finance (DOF) to extend utmost support and cooperation in the commemoration.
- Proclamation No. 1478 enjoins the Philippine Charity Sweepstakes Office (PCSO) to extend utmost support and cooperation in the commemoration.
