Coverage of the National Greening Program (NGP)

  • Target planting of approximately 1.5 billion trees.
  • Coverage area: about 1.5 million hectares over six years (2011-2016).
  • Lands included: forestlands, mangrove and protected areas, ancestral domains, civil and military reservations, urban areas under LGU greening plans, inactive and abandoned mine sites, and other suitable lands.

  • Social Mobilization:
    • Mandatory planting of at least 10 seedlings per year by all students and government employees.
    • Encouragement of private sector and civil society participation.
    • Primary maintenance and protection of plantations delegated to People’s Organizations with government and private sector support.
  • Harmonization of Initiatives:
    • Consolidate existing tree planting programs under NGP.
    • Government institutions to produce quality seedlings annually.
    • DA, DENR, and DAR to provide technical assistance per Convergence Initiative.
  • Provision of Incentives:
    • Proceeds from agroforestry to benefit NGP communities.
    • Priority access to Conditional Cash Transfer programs for beneficiary communities.
    • Incentives to encourage rainforestation in protected areas.
  • Monitoring and Database Management:
    • Centralized database development and regular progress reports by DA, DAR, DENR.
    • Involvement of private sector, civil society, and academe in monitoring and evaluation.

Oversight Committee and Lead Agency

  • The existing Steering Committee of the DA-DAR-DENR Convergence Initiative serves as the NGP Oversight Committee.
  • DENR designated as the lead agency for NGP implementation.

Roles and Responsibilities of Partner Agencies

  • DA-DAR-DENR: Nursery and seedling production, site preparation, social mobilization, planting, monitoring, technical support, access road provision, post-harvest facilities, marketing assistance.
  • DepEd/CHED: Student mobilization, nursery and planting activities, IEC, extension services, monitoring.
  • DSWD: Conditional Cash Transfer provision, social mobilization.
  • DBM: Funding allocations.
  • DILG: Transportation, security, fire protection, IEC.
  • LGUs: Nursery establishment, urban greening plans, communal tree farms, access roads, medical support, technical assistance.
  • DOH: Medical and transportation support.
  • DPWH: Transportation of seedlings and construction support.
  • DOTC: Transport for participants and communication facilities.
  • DND: Nursery, site preparation, transport, security.
  • DOST: Technology development and transfer, IEC.
  • DOJ: Nursery support, transportation.
  • NCIP: Indigenous peoples’ participation, site identification within ancestral domains, forest protection supervision.
  • TESDA: Technical assistance in product development.
  • PAGCOR: Funding assistance.
  • All other government agencies, GOCCs, SUCs: Full support and assistance.

Implementing Guidelines

  • Participating agencies shall issue their implementing guidelines within 15 days from the issuance of this order.
  • Copies to be furnished to the NGP Oversight Committee.

Funding Mechanisms

  • Immediate funding to be provided by DBM for the current year.
  • Future funding to be included in regular agency appropriations.

Separability Clause

  • Unconstitutional provisions shall not nullify the rest of the Executive Order if the remaining provisions can still stand and be implemented.

Repealing Clause

  • All inconsistent regulations and issuances are repealed or modified to conform with this Executive Order.

Effectivity

  • The Executive Order takes effect immediately upon publication in a newspaper of general circulation.
