  • Bona fide residents on the west side are determined by the 1994 census survey; those on the east side by the 2000 census survey.
  • Legal agreements, programs, plans, and actions consistent with this Act are adopted.

Disposition for Local Government, Community Facilities, and Institutions

  • Certain portions of land within the area are reserved for local government or community facilities, socioeconomic, charitable, educational, and religious institutions.
  • Only institutions already operating with existing facilities or those occupying the land are eligible for disposition.
  • Existing site allocations will determine specific areas for disposition.
  • For institutions without specific allocations, reasonable lot size will be based on land actually used as of the Act's effectivity.

National Government Center Administration Committee

  • Creation of a Committee to administer, formulate guidelines, policies, and implement land disposition under this Act.
  • Chaired by the Housing and Urban Development Coordinating Council Chairperson.
  • Members include the Chairperson of the Presidential Commission for the Urban Poor, the Mayor of Quezon City, General Manager of the National Housing Authority, Secretary of the Department of Public Works and Highways, and two representatives from recognized people's organizations (east and west sides).

Precedence of Proclamations

  • Contracts by Home Guaranty Corporation under previous Proclamations remain valid if consistent with this Act.
  • Future conveyance contracts must be executed by the Housing and Urban Development Coordinating Council or the National Housing Authority.
  • The trusteeship functions of Home Guaranty Corporation over the West side NGC Housing Project are transferred to the National Housing Authority, excluding proprietary interests acquired by the Corporation.

Tax Exemption

  • Lands disposed or sold under this Act are exempt from Capital Gains Tax.

Oversight Committee

  • Congressional Oversight Committee established to monitor land disposition.
  • Composed of three Senators and three Representatives appointed by the Senate President and House Speaker.
  • Co-chaired by the Senate and House committees on natural resources.

Implementing Rules and Regulations

  • The NGC Administration Committee must promulgate implementing rules within 30 days from the Act's effectivity.

Appropriations

  • Necessary funds for implementation shall be included in the annual appropriations of concerned agencies.

Repealing Clause

  • All inconsistent laws, decrees, executive orders, proclamations, and other issuances are repealed or modified accordingly.

Separability Clause

  • If any part of the Act is declared invalid or unconstitutional, remaining provisions shall continue in effect.

Effectivity

  • The Act takes effect upon approval.
