Reference to Previous Orders

  • Executive Order No. 179 (1994) mandated the prominent display of the National Flag in public buildings and official residences to commemorate the first unfurling of the flag on Philippine soil on May 28, 1898.
  • Executive Order No. 137 (1965) requires display of the National Flag on national or special holidays proclaimed by the President.

Mandate for Prominent Display of the National Flag (Section 1)

  • The National Flag shall be prominently displayed in all:
    • Public buildings
    • Schools
    • Government offices including government owned or controlled corporations
    • Public squares, parks, and plazas
    • Official residences
  • In large buildings or establishments, two or more flags shall be displayed when appropriate.
  • All concerned are directed to replace faded, dilapidated, or worn-out flags with new ones of prescribed sizes.
  • The general public is encouraged to participate in displaying the National Flag whenever practicable to demonstrate patriotism and nationhood.

Funding and Implementation Costs (Section 2)

  • Concerned agencies are authorized to allocate necessary funds to cover expenses related to the implementation of the Order.
  • All expenditures must comply with standard accounting and auditing rules and regulations.

Effectivity of the Order (Section 3)

  • The Executive Order took effect immediately upon issuance on June 25, 1996.
