Declaration of Policy
- Recognizes the youth's vital role in nation-building.
- Promotes physical, moral, spiritual, intellectual, and social well-being.
- Establishes a comprehensive national feeding program to combat undernutrition and hunger among Filipino children.
Definition of Terms
- Cycle Menu: Standardized menus contextualized by age, location, school type, cultural, and religious preferences.
- Fortified Meal: Meals with increased essential micronutrients providing at least one-third of daily caloric and protein needs.
- Health Examination: Conducted by NGAs with DOH and LGUs including assessment of height, weight, ailments, and deformities.
- National Government Agencies (NGAs): Department of Education (DepED) and Department of Social Welfare and Development (DSWD) as lead agencies.
- Undernourished Child: Child receiving less than necessary food for health and growth, including those malnourished or stunted per WHO standards.
National Feeding Program Components and Coverage
- Supplemental Feeding Program for Day Care Children (ages 3-5): Administered by DSWD with LGUs, providing at least one fortified meal for 120 days/year.
- School-Based Feeding Program: Implemented by DepED for kindergarten to grade 6 undernourished children, with at least one fortified meal for 120 days/year.
- Milk Feeding Program: Coordination with DA, National Dairy Authority and others to incorporate fresh milk in meals, utilizing local dairy products.
- Micronutrient Supplements: Provided by NGAs and DOH including iodized salt in line with existing food fortification laws.
- Health Examination, Vaccination, Deworming: Conducted simultaneously for beneficiaries by NGAs, DOH, and LGUs.
- Gulayan sa Paaralan: Cultivation of vegetable gardens in public institutions; modern gardening encouraged for those lacking space, with parental participation promoted.
- Water, Sanitation, and Hygiene (WASH): Facilities and hygiene promotion to ensure safe food preparation and health.
- Integrated Nutrition Education and Social Mobilization: Public health campaigns, orientation trainings for personnel and parents, and community nutrition education.
Prioritization in Implementation
- NGAs to create a 5-year implementation plan.
- Priority to LGUs and schools with highest malnutrition prevalence, available facilities, or those committing counterpart resources.
National Nutrition Information System
- NNC to harmonize nutrition databases from NGAs, LGUs, and other agencies.
- System to monitor health and nutrition status focusing on program beneficiaries.
Local Government Assistance
- LGUs to assist NGAs in program implementation.
- Authorized to use Special Education Fund and/or 20% development fund to supplement General Appropriations.
Private Sector Participation
- Encouragement of participation from PTAs, private corporations, NGOs, and other organizations (local and foreign) as partners.
Monitoring and Reporting
- NGAs, LGUs, NNC, and stakeholders to regularly monitor program impact and compliance with standards.
- Annual report submission to the Office of the President and Congress.
Tax Exemption
- Donations or bequests to NGAs or LGUs for the Program exempt from donor's tax.
- Donations in kind require agency approval based on recommendations of NNC (food products) or DOH (vaccines/supplements).
Appropriations
- Initial funding sourced from current appropriations of NGAs.
- Subsequent funds included in annual General Appropriations Act.
Procurement of Goods and Services
- DBM, Government Procurement Policy Board, and COA to establish a community-based procurement, liquidation, and audit system for efficient implementation.
- This applies exclusively to this Program.
Implementing Rules and Regulations
- NGAs to promulgate rules within 90 days of effectivity.
- Consultations with NNC, FNRI, DOH, DA, DILG, LGUs, NGOs, and development partners required.
Separability Clause
- Invalidity of any part does not affect the rest of the law.
Repealing Clause
- Laws, orders, or parts inconsistent with this Act are repealed or modified accordingly.
Effectivity
- Takes effect 15 days after publication in the Official Gazette or two newspapers of general circulation.
