Powers and Functions of the NDLEPCC
- Responsible for preparing and fast-tracking an inter-agency anti-drug action plan.
- Develops intelligence and counter-intelligence programs to identify individuals and groups involved in illegal drug activities.
- Can provide monetary rewards to informants in coordination with the Dangerous Drugs Board, subject to law.
- Coordinates with government and non-government organizations for intelligence, investigation, and prosecution efforts.
- Enlists resources and personnel from various government entities to strengthen detection, investigation, and prosecution of drug-related crimes.
- Collaborates with the Department of Justice for witness protection under RA 6981.
- Formulates international cooperation measures for intelligence sharing and prevention.
- Coordinates support from Local Government Units (LGUs) and Non-Governmental Organizations (NGOs) down to the barangay level.
- Recommends legislation and issuances to enhance anti-illegal drug efforts.
- Performs additional tasks as directed by the President.
- Works jointly with the Dangerous Drugs Board on demand reduction, rehabilitation, education, and information programs.

Rules and Regulations
- Authorized to promulgate rules and regulations to effectively implement the provisions of the Executive Order.
Funding
- Initial funding of P150,000,000 from the President's Contingency Fund to support operations.
- Future funding to be included in the Office of the President's annual budget proposals.
