Composition of the NCCP

  • Chaired by the Department of Foreign Affairs.
  • Core members include the Office of the Presidential Adviser on the Peace Process; Departments of Interior and Local Government, Education, Culture and Sports, Labor and Employment, and Social Welfare and Development.
  • Includes the Commission on Human Rights, Commission on Higher Education, National Anti-Poverty Commission, National Commission on Indigenous People, and relevant UNESCO National Commission committees.
  • Allows for the invitation of other government agencies, private sector, academe, NGOs, media, and specialized groups.
  • Permits creation of sub-committees or working groups to fulfill its tasks.

Duties and Functions of the NCCP

  • Preparation and promotion of the Philippine Programme of Action for the UN-declared International Year for the Culture of Peace (2000).
  • Leadership in implementing UNESCO activities for culture of peace.
  • Support for national and subregional culture of peace programs and coordination with UN system activities.
  • Promotion of culture of peace initiatives particularly in conflict-prone or conflict-affected areas.
  • Formulation of a comprehensive long-term plan, conducting relevant research, and dissemination of culture of peace information.
  • Monitoring and evaluation of ongoing culture of peace activities.
  • Execution of any additional necessary actions to achieve its objectives.

Administrative Support

  • Secretariat functions to be provided by the UNESCO National Commission of the Philippines (UNACOM).
  • UNACOM to provide administrative support enabling NCCP to function effectively.

Funding

  • UNACOM shall allocate necessary budget for NCCP and its Secretariat subject to existing budgeting, accounting, and auditing rules.

Effectivity

  • The order enforcing the creation and functions of the NCCP takes effect immediately upon issuance.
