Objectives of the Executive Order
- Implement the national immunization program "Bakuna ang Una sa Sanggol at Ina".
- Align with WHO goals on vaccine-preventable diseases.
- Mobilize government agencies, local governments, and society to support immunization efforts.
Designated Implementing Agencies and Their Roles
- Department of Health (DOH): Lead agency responsible for program implementation, mass measles vaccination campaigns for children 9-48 months, formulating guidelines, technical assistance, vaccine allocation and distribution, case investigation, and reporting.
- Department of the Interior and Local Government (DILG): Advocates LGUs to meet standards and submits compliance reports.
- Department of Education (DepEd): Ensures vaccination of school entrants and informs mothers of immunization programs; reports suspected disease cases.
- Department of Social Welfare and Development (DSWD): Ensures vaccination of children in daycares and pre-schools; coordinates with LGUs and reports disease cases.
- Council for the Welfare of Children (CWC): Coordinates efforts among agencies and LGUs, publishes progress reports.
- Local Government Units (LGUs): Deliver free complete immunization for mothers and infants, maintain standards, provide outreach and social mobilization, identify and report cases, and conduct supplemental immunizations.
- Civil Society: Supports program through advocacy and reporting children vaccinated outside public system and suspected disease cases.
Funding Provisions
- DOH to fund procurement of quality vaccines for eligible populations.
- LGUs to fund acquisition and disposal of auto-disabled needles and syringes, cover traveling expenses for health workers, and finance related immunization activities.
Repealing Clause
- All existing rules or issuances inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon publication.
