Fishery Industry Development Decree of 1972

Section 2 declares the State policy to promote, protect and safeguard the constitutionally guaranteed right to freedom of expression, speech and of the press.
Section 2 recognizes the campus press as an important institution in promoting and protecting the freedom of the press and the freedom of expression.
Section 2 mandates, as a matter of policy, the promotion of the observance of July 25 of every year as “National Campus Press Freedom Day.”

Section 3 declares that July 25 of every year is “National Campus Press Freedom Day.”
Section 3 directs that National Campus Press Freedom Day shall be observed in all educational institutions.

Section 4 mandates that all educational institutions provide full support and assistance.
Section 4 requires the support and assistance for the preparation of the annual program of activities and events.
Section 4 requires that these activities and events be conducted by students in observance of “National Campus Press Freedom Day.”

Section 3 fixes the observance date as the 25th of July of every year.
