Termination of the Legalization Program and Payment Period
- The Legalization Program under R.A. No. 7919 officially ended on June 10, 1997.
- The three-year installment period mandated by the law should have concluded by December 31, 2002 at the latest.
- The Bureau of Immigration (BI) shortened this period, extending payments only until December 31, 2001 to increase government revenue.
Consequences of Non-Payment and Cancellation of Legalized Status
- Several beneficiaries of the Alien Social Integration Office (ASIO) failed to complete their scheduled installment payments.
- Beginning in 2002, the Bureau of Immigration commenced canceling the legalized status of aliens who did not fully pay their required fees.
Policy on Motions for Reconsideration of Cancelled Legalized Status
- To align with government revenue objectives, all motions for reconsideration (MRs) regarding canceled legalized status due to non-payment shall be accepted and processed only after the following payments have been made:
- Motion for Reconsideration fee: P510.00
- Administrative fine: P20,000.00 for the principal alien, P10,000.00 for spouses, and P5,000.00 for each dependent or child
- Express service fee: P1,000.00 for each applicant
Effectivity of the Memorandum Order
- The Office Memorandum Order (OMO) prescribing these policies became effective immediately upon adoption.
- The OMO was adopted on June 14, 2002, and signed by Commissioner Andrea D. Domingo.
