Establishment and Policy of the Moral Recovery Program (MRP)
- Proclamation No. 62 (1992) declared the Moral Recovery Program as official government policy.
- MRP aims to strengthen moral resources through Filipino cultural values that are pro-God, pro-people, pro-country, and pro-nature.
- The program calls for active societal participation to build a nation centered on God, empowered people, and a responsive, democratic, and effective government.
Rationale for Institutionalizing the MRP
- Despite existing measures such as the Code of Conduct and Ethical Standards for Public Officials (R.A. No. 6713), problems like graft, corruption, dishonesty, and patronage persist in the public sector.
- The Third National Summit on Peace and Order affirmed the need for moral enhancement and transformation as a government commitment.
Mandatory Formation of Integrity Circles
- All government entities, including departments, agencies, instrumentalities, and government-owned or controlled corporations, must establish Integrity Circles or similar mechanisms.
- These circles aim to embed Filipino core values into organizational culture, systems, and processes.
Role and Responsibilities of the Moral Recovery Program National Secretariat and Moral Recovery Officers (MROs)
- The MRP National Secretariat monitors the implementation through the Government Sector Core Group.
- Each agency’s MRO is tasked to initiate the formation of Integrity Circles and develop strategies to facilitate personal and systemic changes.
Funding Provisions
- Agencies must allocate 1% of their Human Resource Development/Training budget for initial MRP implementation.
- Additional funding may be provided subject to Department of Budget and Management approval.
Agency Support and Development of Role Models
- Agencies must support the Integrity Circles’ efforts to promote moral recovery transformations.
- The program emphasizes developing role models at all levels and sectors within the government.
Effectivity
- The Executive Order takes effect immediately upon signing.
