Institutionalizing Moral Recovery Program in Gov't

The Executive Order is anchored on the 1987 Constitution, Article II, Section 21, which requires the State to maintain honesty and integrity in the public service and to take positive measures against graft and corruption.
The Executive Order links to Proclamation No. 62 (30 September 1992), which declares the Moral Recovery Program as official government policy and calls for active participation of all sectors.
The Executive Order recognizes R.A. No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) as an earlier ethical framework addressing integrity in government.
The Executive Order reflects the Third National Summit on Peace and Order, where a Covenant for Peace and National Progress through moral enhancement and transformation was adopted, requiring the Government Sector’s action plan to be institutionalized.

The Executive Order enjoins and orders the institutionalization of the Moral Recovery Program across government through the establishment of Integrity Circles.

Section 1 enjoins all government departments, offices, agencies, instrumentalities, and government-owned and controlled corporations to establish Integrity Circles or similar mechanisms.
The Executive Order applies at the level of each covered agency’s internal organization and its employees.
Section 2 directs monitoring of MRP Integrity Circles across various government agencies through the designated Moral Recovery Officer (MRO) of each agency.
Section 3 directs that each agency’s designated MRO initiates formation of Integrity Circles or similar mechanisms, strategies, and activities.
