- These groups serve as foundational structures to imbue Filipino core values into organizational culture, systems, and processes.
Implementation and Monitoring
- The Moral Recovery Program National Secretariat and the Government Sector Core Group are designated to monitor the program's implementation.
- Each agency must designate a Moral Recovery Officer (MRO) responsible for initiating and managing Integrity Circles.
- The MRO leads activities targeted at fostering personal change and institutional reforms within the agency.
Budgetary Provisions
- Agencies are required to allocate at least 1% of their Human Resource Development or Training budget for the MRP initial implementation.
