Scope and Coverage of the Executive Order
- The Executive Order modifies import duty rates on certain articles listed in Annex "A".
- These articles are classified under Section 104 of the Tariff and Customs Code of 1978, as amended.
- The rates applied are the Most-Favoured-Nation (MFN) rates, as specified in the schedule opposite each article in Annex "A".
Retention of Existing Rates for Unlisted Articles
- Articles not enumerated in Annex "A" or those listed but marked with symbolize "x x x" will continue to be governed by the existing tariff nomenclature and duty rates.
- No changes are made to tariffs outside the specifically listed articles.
Effectivity and Implementation
- The new MFN rates on the specified articles shall apply upon their entry and withdrawal from warehouses in the Philippines for consumption after the Executive Order takes effect.
Revocation and Modification of Conflicting Issuances
- Any presidential issuances, administrative rules, or parts thereof that conflict with or are inconsistent with this Executive Order are revoked or modified accordingly.
Effective Date and Publication Requirements
- The Executive Order shall become effective thirty (30) days after full publication in two newspapers of general circulation in the Philippines.
- Ensures transparency and proper notice to affected stakeholders.

- Annex "A" containing the detailed list of articles and their corresponding MFN duty rates is available at the Office of the National Administrative Register, U.P. Law Complex, Diliman, Quezon City.
