Submission and Processing of Agency Proposals
- Agencies must submit proposals for changes in staffing patterns, position classifications, or organizational structures in time for DBM evaluation.
- Evaluation aligns with the national budget preparation calendar.
- Proposals submitted late will be deferred to the next fiscal year’s budget cycle.
- For example, proposals received after Cabinet approval of the 1996 budget will be considered for the 1997 budget.
Effectivity of Approved Changes
- Generally, approved changes take effect at the start of the calendar year following approval.
- Exceptions exist for highly meritorious cases such as:
- Government cost savings opportunities.
- Emergencies.
- Presidential directives.
- In such cases, implementation may occur within the current year.
Scope Limitation
- The Circular specifically addresses changes or modifications in staffing patterns, organizational structures, and position classifications.
- Does not cover the filling of existing vacant positions.
- Filling vacant positions remains subject to existing civil service rules and regulations.
