New Certification and Sticker Issuance System
- Effective from March 1, 2006, the LTFRB replaces the yearly issuance of the Certificate of Public Convenience (CPC) and sticker with a Reverse Adhesive CPC sticker.
- The Reverse Adhesive CPC sticker includes:
- The authorized denomination type clearly indicated on the front.
- Signatures of the LTFRB Chairperson and Board Members.
- Five (5) blank spaces, each representing a year of registration within the five-year validity of the CPC.
Fees and Registration Process
- The initial cost of the Reverse Adhesive CPC sticker is set at PHP 350.00.
- Annually, a reverse adhesive hologram costing PHP 25.00 must be secured and affixed to one of the blank spaces each year, indicating yearly registration.
- The LTFRB authorized personnel are responsible for posting the sticker after confirming the unit's registration during inspections.
Scope and Effectivity
- This Memorandum Circular supersedes all previous orders, guidelines, or issuances inconsistent with its provisions.
- It takes effect immediately upon issuance to ensure smooth transition and compliance.

- The Circular is officially adopted and signed by LTFRB Chairperson Ma. Elena H. Bautista and Board Members Gerardo A. Pinili and Ma. Ellen Dirige-Cabatu.
- Represents a binding directive from the Land Transportation Franchising and Regulatory Board regarding the regulation of public utility vehicles' CPC issuance and registration verification.
