Restrictions on Franchise Applications and Certificate of Public Convenience (CPC)
- No vehicle shall be the subject of a new franchise application.
- No extension of the validity of the CPC shall be granted.
- No substitution of unit shall be allowed.
- No increase in the number of units shall be permitted if the vehicle exceeds the specified maximum age by the CPC expiration.
Age Limits by Vehicle Type
- Buses and Mini-Buses (including public utility buses, school buses, and shuttle buses):
- Must not be more than 15 years old, counted from the date of initial registration with the Land Transportation Office (LTO).
- Taxis, Vehicles for Rent, Garage Services, and Limousine Services:
- The model year must not be more than 10 years old.
- Filcabs:
- Must not be more than 10 years old, counted from the date of initial registration with the LTO.
Effect on Previous Issuances
- All prior issuances, orders, or memoranda inconsistent with these guidelines are superseded, revoked, and/or nullified by these provisions.
Effectivity and Publication Requirements
- The order takes effect on January 1, 1997.
- It becomes effective following its publication in the Official Gazette, or a newspaper of general circulation.
- Alternatively, effectivity may follow the filing of three copies with the U.P. Law Center as mandated by Presidential Memorandum Circular No. 11 dated October 9, 1992.
