Law
Mmda No. 03-02
Decision Date
Jan 30, 2003
MMDA Resolution No. 03-02 establishes guidelines for the uniform installation of street light and traffic signal poles along major thoroughfares in Metro Manila to enhance public safety, improve pedestrian comfort, and promote aesthetic standards.
A

Purpose and Objectives of the Guidelines

  • Enhance the design concept of street light and traffic signal pole installations for public safety and convenience.
  • Minimize road accidents and promote peace and order.
  • Support economic activities and tourism.
  • Ensure uniformity in installation standards across Metro Manila.

Scope and Compliance

  • Applicable to all agencies of the National Government and Local Government Units within Metropolitan Manila.
  • Includes installation on national roads under the MMDA jurisdiction.

Technical Specifications for Street Light Pole Installation

  • Follow DPWH standard drawings for street light poles, with specific modifications:
    • Base plate of pole to be recessed up to 100 mm below sidewalk grade to conceal anchor bolts and base plate.
    • Pole shaft length may be increased by up to 775 mm to maintain lighting levels after removing projecting pedestal.
    • For poles in plant boxes on central islands, the reference elevation is from top of plant box edge or curb.
    • The recessed space is filled with lean concrete matching the level of the concrete edge restraint.
    • Installation may eliminate junction boxes by using long electrical conduits inside poles.
    • Stiffener plates are to be welded inside poles and concealed below sidewalk level.

Technical Specifications for Traffic Signal Pole Installation

  • Traffic signal poles installation follows the same base plate recession standard as street light poles (100 mm depression below sidewalk finish level).
  • Installation should align with the attached MMDA guidelines and drawings.
  • DPWH is tasked to revise and update standard drawings for uniform implementation.

Addressing Sidewalk Issues and Pedestrian Safety

  • Recognizes existing constraints like right-of-way limitations and encroachments affecting sidewalk improvements.
  • Removal or relocation of obstructions is proposed to provide adequate pedestrian space for safety and comfort.

Legal and Institutional Framework

  • The guidelines accord with the 1996 MOA on street light standards between DPWH and MERALCO.
  • The MMDA coordinates with DPWH and local governments for implementation.

Resolution and Enforcement

  • The Metro Manila Council, under the chairmanship of the MMDA, adopted the resolution in January 2003.
  • Compliance with these guidelines is mandatory for all relevant government units and agencies involved in street infrastructure projects in Metro Manila.
