Powers and Duties of the Board of Trustees

- Manage and appropriate funds for college support
- Import duty-free educational commodities
- Accept donations, legacies, and administer properties with tax exemptions
- Approve curricula and student discipline rules
- Confer degrees, honorary degrees, and certificates for non-degree programs
- Appoint and remove faculty and administrative officials
- Provide faculty fellowships and student scholarships
- Set and administer various fees and create special trust funds
- Authorize construction and repair of facilities
Admission Policy
- No denial of admission based on age, sex, nationality, region, or political affiliation
College Presidency
- College head titled President of the State College
- Appointed by the President of the Philippines for four years upon recommendation by the Minister of Education, Culture and Sports
- Holds customary powers of a state college president
Transitional Provisions for Existing Heads
- Current heads of integrated institutions continue in their posts until new appointments are made
Administrative and Academic Councils
- Administrative Council: President, Vice-President, and Deans to policy-manage personnel, finance, and planning
- College Council: Dean and faculty members govern curricula, discipline, admission, graduation, and degree conferral subject to Board approval
Faculty Appointment and Regulations
- Faculty subject to civil service requirements
- Religious beliefs or affiliations are not inquiry points for appointment
- Faculty must not teach for or against any particular religious sect
Advisory Councils for Constituent Colleges
- Provide policy advice to Deans
- Initial members are former Board members of merged institutions, except Chairmen
- Subsequent members appointed by Board of Trustees
Financial Management and Audits
- Treasurer of the Philippines serves as ex-officio Treasurer of the College
- Commission on Audit or designated auditors to audit accounts and expenses
Transfer of Properties and Personnel
- Assets, personnel, records, and appropriations of the merged institutions transferred to KASC
Implementation and Support
- Minister of Education, Culture and Sports directed to implement the decree fully
- Authorized to create technical committees to advise Board
Reporting Requirements
- Annual detailed progress and needs report to the Office of the President via the Minister of Education
Appropriations and Funding
- Initial appropriation of PHP 10 million from the National Treasury
- Subsequent funding included in the Annual Appropriation Act
Repealing Clause and Effectivity
- All inconsistent laws or orders repealed or amended accordingly
- The decree takes effect immediately upon issuance
