Basis for Suspension
- The suspension follows the recommendation of the National Disaster Risk Reduction and Management Council (NDDRMC).
- It recognizes the continuing inclement weather conditions brought about by the super typhoon.
Effective Date of Suspension
- The suspension is effective on 26 September 2022.
- The Memorandum Circular was issued on 25 September 2022.
Exceptions to the Suspension
- Agencies involved in the delivery of basic and health services shall continue operations.
- Agencies responsible for disaster preparedness and response shall remain operational.
- Other agencies performing vital services must continue to provide necessary operations and services.
Discretion of Private Sector
- Suspension of work and classes in private companies, offices, and schools is not mandated.
- Private sector suspension decisions are left to the discretion of their respective heads or management.
Legal Authority and Immediate Effect
- The Circular is issued by the Senior Deputy Executive Secretary by order of the President.
- It takes effect immediately upon issuance.

- The suspension aims to ensure safety and minimize risk during the inclement weather caused by Super Typhoon "Karding".
