Premium Contributions and Benefits
- The premium contributions and medical benefits for OFWs and their dependents align with those provided to SSS members under Program I of the Philippine Medical Care Plan.
Exclusion from Compulsory Coverage
- OFWs who already have existing medical care coverage under the Philippine Medical Care Program through voluntary SSS membership are exempted from the compulsory coverage.
Implementation and Regulatory Framework
- The existing Rules and Regulations implementing the Philippine Medical Care Law, including Administrative Orders and Circulars from the Philippine Medical Care Commission (PMCC), apply to the OFWs' medical care coverage, except where inconsistent with this Executive Order.
Institutional Roles and Coordination
- The PMCC, SSS, Department of Labor and Employment (DOLE) through Overseas Workers Welfare Administration (OWWA) and Philippine Overseas Employment Administration (POEA), and Department of Foreign Affairs (DFA) shall utilize their services, facilities, and staff for program implementation.
- These agencies shall define their powers and functions and enter into a Memorandum of Agreement to implement the provisions effectively.
Funding and Fund Administration
- The OWWA provides the seed money to initiate the operations based on actuarial computations.
- The medical care program funds administered by OWWA shall be kept separate and distinct from other OWWA funds.
Immediate Effectivity
- The Executive Order takes effect immediately upon promulgation, ensuring prompt implementation of the medical care program for Filipino Overseas Contract Workers and their dependents.
