The PMCC, SSS, Department of Labor and Employment (DOLE) through Overseas Workers Welfare Administration (OWWA) and Philippine Overseas Employment Administration (POEA), and Department of Foreign Affairs (DFA) shall utilize their services, facilities, and staff for program implementation.
These agencies shall define their powers and functions and enter into a Memorandum of Agreement to implement the provisions effectively.

Funding and Fund Administration

The OWWA provides the seed money to initiate the operations based on actuarial computations.
The medical care program funds administered by OWWA shall be kept separate and distinct from other OWWA funds.

Immediate Effectivity

The Executive Order takes effect immediately upon promulgation, ensuring prompt implementation of the medical care program for Filipino Overseas Contract Workers and their dependents.
