Time Limitations for Awarding the Medal
- No medal shall be awarded after three years from the date of the heroic act or meritorious service.
- An official statement or report describing and recommending the act/service must be made within two years after occurrence.
- Exceptions allow for recognition of acts performed after the Commonwealth Government inauguration but before the Executive Order, within three years of the order's date.
Disqualifications for Receiving the Medal
- Persons dishonorably discharged from military or civil service, or from any position of trust under the government, are disqualified.
- Persons whose entire government service record after the distinguished act is not honorable are also disqualified.
Authority to Recommend Awardees
- Heads of all executive departments are authorized and directed to recommend deserving citizens to the Chief Executive for the award.
Administrative Agency for Award Management
- The Philippine Army is designated as responsible for the procurement and presentation logistics of the Medal of Honor.
Formalities and Effective Date
- The Executive Order was signed in Manila on January 17, 1940, by President Manuel L. Quezon.
- Secretary to the President Jorge B. Vargas attested the order, giving it official effect.
