Scope and Application
- The special working holiday applies exclusively to the municipality of Obando in Bulacan.
- This declaration does not imply a nationwide holiday but is limited to the said locality.
Effectivity Clause
- The law comes into effect fifteen (15) days after its publication.
- Publication must be done in a newspaper of national circulation.
- Additionally, it must be published in at least two (2) local newspapers and/or community newsletters, ensuring local awareness.
Legal Formalities and Approval
- The Act underwent the legislative process, being passed by the House of Representatives and the Senate on February 6, 2001, and October 2, 2000, respectively.
- The law was signed and approved by the President of the Philippines on April 8, 2001.
Governance and Implementation
- The authority to enforce this law lies with the local government unit of Obando, Bulacan in coordination with relevant agencies.
- Work arrangements, observance, and possible compensation rules under this special working holiday are governed by existing labor laws and regulations applicable to special working holidays in the Philippines.
