Rulemaking and Coordination for Implementation
- The Department of Health (DOH) is tasked to promulgate necessary rules and regulations for the effective implementation of the Act.
- Promulgation of rules will be carried out in consultation and coordination with local government officials concerned.
Funding Provisions
- Initial appropriation for the establishment of the hospital is to be included in the General Appropriations Act of the year following the enactment of the law.
- Subsequent funding for maintenance and operation will be provided pursuant to the Local Government Code or any applicable law in force at the time.
Effectivity
- The Act shall take effect immediately upon its approval by the President of the Philippines.

- The Act was duly passed by both Houses of Congress, specifically the House of Representatives on February 7, 1995, and the Senate on February 2, 1995.
- The law was signed by the President and duly authenticated by the Secretary of the Senate and Secretary General of the House of Representatives, ensuring its validity and enforceability.
