Republic Act No. 11946 establishes the Mariano Gomes National High School as an independent institution, separating it from the Bacoor National High School-Tabing Dagat Annex, and transfers all personnel, assets, liabilities, and records to the new school.

Transfer of Personnel, Assets, Liabilities, and Records

  • All personnel employed at the Bacoor National High School - Tabing Dagat Annex are transferred to the newly established Mariano Gomes National High School.
  • All assets owned by the Annex become the property of Mariano Gomes National High School.
  • Liabilities of the Annex are likewise transferred to the Mariano Gomes National High School.
  • Records maintained by the Annex are absorbed by the new independent school.

Funding and Operationalization

  • The Secretary of Education is mandated to immediately include the operationalization of Mariano Gomes National High School in the Department of Education's program.
  • Initial funding for the new school will be charged against the current year’s budget appropriation of the Bacoor National High School - Tabing Dagat Annex.
  • Subsequent funding necessary for ongoing operations will be included in the annual General Appropriations Act.

Rulemaking and School Management

  • Within 90 days of the enactment, the Secretary of Education is required to draft rules and regulations to implement the provisions of this Act.
  • These implementing rules must address the organization, administration, operations, and management of Mariano Gomes National High School.
  • The rules must be consistent with Republic Act No. 9155 (Governance of Basic Education Act of 2001), Republic Act No. 10533 (Enhanced Basic Education Act of 2013), and other laws related to basic education.

Effectivity and Publication

  • This Act will become effective 15 days after its publication.
  • Publication must be in the Official Gazette or a newspaper of general circulation.

Legislative and Executive Approval

  • The Act was approved by the Senate and House of Representatives on specified dates.
  • It was signed into law by the President of the Philippines on June 15, 2023.
