Effective Date of Implementation by POEA
- The Philippine Overseas Employment Administration (POEA) began implementing mandatory coverage of OFWs under Pag-IBIG starting August 1, 2010.
Membership Contributions by OFWs
- Upon registration and deployment, each OFW is required to pay an initial membership contribution of PHP 600.00.
- This amount represents six months’ worth of contributions.
- OFWs have the option to contribute a higher amount in accordance with Rule VI of the Pag-IBIG Fund law.
Procedures for Membership Registration and Issuance of POEA Exit Clearance/Overseas Employment Certificate (OEC)
- Registration with Pag-IBIG Fund is mandatory for OFWs during POEA processing for exit clearance or OEC issuance.
- OFWs processed through the POEA Name Hire Facility, Government Placement Branch, and Balik-Manggagawa Center must submit a Member Data Form (MDF) along with existing documentary requirements.
- For OFWs hired through POEA-licensed recruitment agencies, the recruitment agency must submit individual MDFs of their hired OFWs to POEA as part of documentary requirements.
- Submission of the MDF is a prerequisite for the processing of worker documents and the issuance of the POEA exit clearance/OEC.
Legal Authority
- The guidelines are issued pursuant to Republic Act No. 9679, known as the Home Development Mutual Fund Law of 2009 (Pag-IBIG Fund Law), which took effect on August 27, 2009.
Enforcement
- Compliance with these procedures and contributions is mandatory and effective immediately upon deployment and registration processing by POEA.
