Objectives of the ENR-SECAL Program
- To pursue preservation through community action and institutional strengthening.
- To protect integrated protected areas.
- To implement regional community-based resource management projects.
- To improve enforcement of logging rules and regulations.
- To involve not only DENR but multiple government and national service agencies in program implementation.

Responsibilities of Agencies
DENR
- Lead agency managing and implementing the program.
- Coordinating program implementation among agencies.
- Providing technical, administrative, and secretariat support.
DOF
- Securing financial support for ENR-SECAL targets.
- Ensuring proper utilization of loan proceeds under the loan agreement.
DBM
- Timely processing and releasing budget requirements.
- Advising and assisting on financial management systems.
- Facilitating procurement of necessary equipment and facilities.
DA, DAR, DSWD
- Extending services within jurisdictions to beneficiaries.
- Allocating resources to generate sustainable agro-forestry and livelihood opportunities for upland communities.
DPWH
- Assisting in development, maintenance, and improvement of infrastructure.
- Ensuring infrastructure does not adversely affect natural resources and biodiversity.
- Allocating funds for infrastructure in program expansion sites.
DECS, PIA
- Promoting natural resource conservation awareness among school children.
- Campaigning to raise community awareness of ENR-SECAL benefits.
- Utilizing facilities and resources to support information, education, and communication activities.
DND, DILG/PNP, DOJ
- Assisting in forest law enforcement and prosecution of violators.
- Supporting law enforcement task forces for effective operations.
DILG
- Enhancing local government capabilities for program implementation.
- Ensuring local governments provide staff and funding support for infrastructure maintenance and program sustainability.
NEDA
- Ensuring program aligns with National Development Plan and funding mechanisms.
- Monitoring and evaluating compliance with Official Development Assistance policies.
Additional Support and Collaboration
- The DENR Secretary may solicit assistance from other government agencies and private or civic organizations when necessary to further the program's mandate.
Effectivity
- The Executive Order became effective immediately upon issuance on August 16, 1994.
