Clarifications on Management Level Courses (MLC)

  • Seafarers who completed Management Level Course for Marine Deck Officers or Marine Engine Officers by September 13, 2013, may use these courses to support their Certificate of Competency (CoC) application at the Professional Regulation Commission (PRC).
  • Certificates of Competency issued based on these courses must not have expiry dates later than January 1, 2017.
  • Seafarers enrolled in such courses between July 1 and September 13, 2013, must take an updating course in accordance with the STCW Manila Amendments after their current contract and before the next deployment.

Clarifications on Tanker Courses

  • Seafarers who completed the General Tanker Familiarization Course, Specialized Training for Oil, Chemical, or Liquified Gas Tankers by September 13, 2013, may present these courses for their Certificate of Proficiency (CoP) application at MARINA.
  • Such CoPs must not have expiry dates later than January 1, 2017.
  • Seafarers enrolled between July 1 and September 13, 2013 will have CoPs with expiry dates not later than July 1, 2014.

Clarifications on Security-Related Courses

  • Seafarers commencing seagoing service before January 1, 2012, with at least six months of service in the last three years, can apply for a Security Awareness CoP until January 1, 2014.
  • Those currently serving onboard may apply through shipping or manning agencies;
    • Documentation required includes Seafarer’s Identification and Record Book (SIRB), Certificate of Sea Service, and approved POEA-issued Overseas Employment Contract.
  • Seafarers who commenced service after January 1, 2012 and before July 30, 2013, currently serving onboard, may also apply for Security Awareness CoP, which expires no later than July 1, 2014, with similar documentation requirements.
  • Seafarers who commenced service before January 1, 2013, with six months of designated security duty onboard in the last three years, may apply for CoP for Seafarers with Designated Security Duties until January 1, 2014.
  • Similar application process and documentation as above apply for CoP with Designated Security Duties.

Provisions for Cadets or Ratings Under Training

  • Pursuant to STCW Regulations II/4 and III/4, cadets or ratings under training serving in those capacities are not required to have a Certificate of Proficiency.

Effectivity

  • The Advisory takes effect immediately upon publication in a newspaper of general circulation.
