Why the Letter was issued
- AFPMBAI is described as performing welfare services vital to the morale of the Armed Forces of the Philippines.
- AFPMBAI is stated to have been authorized to manage governmental funds, particularly funds provided under Presidential Decree No. 352 (December 22, 1973) intended to provide insurance coverage for military personnel.
- The Chief of Staff is identified as primarily responsible for the morale and welfare of Armed Forces personnel.
- The Letter ties the directives to military necessity and to the protection of AFPMBAI members’ interests.
Continuing AFPMBAI’s management and control
- The Chief of Staff must continue the management, control, and operation of the AFPMBAI.
- The continuation is required notwithstanding prior action establishing a takeover structure through an earlier directive.
Required reforms and personnel accountability
- The Chief of Staff must institute such reforms as may be necessary to improve AFPMBAI’s management and operation.
- The reforms must include weeding out undesirable officers and employees of AFPMBAI.
- The reforms must also include punishment of undesirable officers and employees.
- Undesirable officers and employees must be weeded out or punished on grounds provided for by pertinent laws, including dishonesty, incompetence, or misconduct.
Relationship to earlier AFP action
- A prior Letter of Instructions dated June 19, 1973 had created a Committee to take over the management, operation and control of AFPMBAI.
- Letter of Instruction No. 333 requires the Chief of Staff to continue management, control, and operation of AFPMBAI following that earlier takeover setup.
