Expansion of MSMED Council Membership
- MSMED Council expanded to include heads of key agencies involved in MSME finance:
- Cooperative Development Authority
- National Livelihood and Development Corporation
- People’s Credit and Finance Corporation
- University of the Philippines Institute for Small Scale Industries
Entrepreneurship Development Framework (EDF)
- Unification of all training and capacity-building activities into one framework.
- An Entrepreneurship Summit to present the EDF, delineating government and private sector roles.
- EDF to be implemented at all local government units for wider reach.
Role of Local Officials
- Governors and Mayors encouraged to act as "Negosyo Champions" to foster local entrepreneurship.
Communication and Branding
- All initiatives consolidated under a single brand called "Negosyo" for cohesive advocacy.
Holistic Support Approach
- Integration of initiatives covering:
- Entrepreneurial mindset cultivation (Go Negosyo)
- Market orientation and access
- Product innovation, technology and design
- Financial support
- Networking and mentoring forums
- These supports to be made accessible to MSMEs.
Budget Consolidation
- Executive budget for the program will be consolidated for streamlined funding and implementation.
Advocacy and Awareness Campaign
- Press Secretary tasked to lead nationwide promotion and information dissemination regarding the programs.
Repeal and Amendment of Inconsistent Rules
- Supersedes any existing executive issuances or regulations conflicting with the provisions of this order.
Effectivity
- The Executive Order is effective immediately upon issuance on April 4, 2009.
