Establishment and Support of the Science Education Center
- Recognizes the Science Education Center established by the University of the Philippines as aligned with national commitments under the Science Act of 1958.
- Provides that the Center shall receive necessary technical and financial support for its development and highest-level operation.
Funding and Financial Provisions
- Apart from the Center’s own royalties and income, the law allocates an annual amount of two hundred fifty thousand pesos from the Special Science Fund.
- Funds cover maintenance, operation, and expenses related to teachers attending seminars, institutes, training programs, and similar activities conducted by the Center.
Authority to Prescribe Official Textbooks
- Vests authority in the Director of Public Schools, with approval from the Secretary of Education, to prescribe texts and materials produced by the Center as official textbooks for science and mathematics in public schools.
- Requires certification by the Board of Regents of the University of the Philippines for production and publication.
- Stipulates that materials must be printed by the University or the Bureau of Printing.
- Allows procurement of prescribed textbooks under the same procedure as other official Bureau of Public Schools textbooks.
- Ensures materials are sold at prices comparable to similar educational materials.
Government Support and Cooperation
- Mandates various government departments and agencies, especially the Department of Education, the National Science Development Board, and state universities and colleges, to support and cooperate with the Center.
- Encourages provision of personnel services, grants-in-aid, research assistance, and facilities use upon the Center’s request.
Appointment and Compensation of Personnel
- Permits part-time appointments to the Center.
- Allows government employees serving in roles such as researchers, consultants, writers, lecturers, or resource persons for the Center to receive compensation or honoraria.
- Compensation rates are fixed by the Board of Regents.
Effectivity of the Act
- The Act takes effect immediately upon approval.
