Covered areas and effective date
- The rules apply to all applicable LTO sites located in NCR, Regions III, and IV A & B.
- The circular takes effect on July 5, 2010.
- After July 5, 2010, only a qualifying franchise status transmitted through LTO’s system is accepted for PUV registration within the covered areas.
LTO-LTFRB interconnectivity project requirement
- The circular implements the LTO-LTFRB Interconnectivity Project.
- Effective July 5, 2010, only Public Utility Vehicle (PUV) units with a valid Confirmation of Franchise, electronically transmitted to the LTO-IT System, will be accepted for registration.
- All LTO sites in NCR, Region III, and Region IV A & B must apply this “electronic transmission + valid confirmation” requirement for registration acceptance.
Rule on electronically transmitted Confirmation of Franchise
- PUV registration acceptance is limited to franchises that have valid Confirmation of Franchise.
- The franchise confirmation must be electronically transmitted to the LTO-IT System.
- Registration processing in the covered offices must follow the electronic-system acceptance rule starting July 5, 2010.
Prohibition on manual franchise certificates
- LTO “shall no longer accept” manually transmitted Certificates of Franchise for any LTO transaction in the covered regional and district offices.
- The prohibition covers LTO transactions in NCR, Region III, and Region IV A & B.
- The prohibition operates except for the specific local franchise exception described below.
Exception for local government-issued franchises
- LTO continues to accept manual handling of franchises issued by Local Government Units for specific vehicle categories.
- The exception covers franchises particularly for Tricycles, Three-Wheeled MV, Moped, and Others.
- For these local government franchises, LTO requires that details be encoded by LTO Evaluator in the LTO-IT System.
Compliance direction and operative effect
- The circular directs strict compliance by all applicable LTO sites in NCR, Region III, and Region IV A & B.
- The central operational change is the move to LTO-IT System-based acceptance for PUV registration using electronically transmitted valid Confirmation of Franchise as of July 5, 2010.
- The central operational restriction is the cessation of acceptance of manually transmitted Certificates of Franchise for covered offices, subject to the local government vehicle-category encoding exception.
