  • The memorandum takes effect fifteen (15) days after its publication in at least two newspapers of general circulation.
  • Compliance includes the filing of three copies of the memorandum with the University of the Philippines Law Center, in accordance with Presidential Memorandum Circular No. 11, dated October 9, 1992.
