Permissible Uses of Funds in Man-Made Disasters
- LGUs have discretion to allocate the calamity fund for various activities related to man-made disasters including:
- Medical assistance and death/funeral benefits for victims, their dependents, immediate families, and Overseas Filipino Workers (OFWs) affected.
- Financial and other support for medical personnel, rescue teams, and relief workers engaged in victim assistance.
- Preparation of relocation sites and facilities.
- Conducting disaster preparedness training and other pre-disaster activities.
Compliance with Existing Guidelines
- The utilization of the funds must adhere strictly to guidelines and procedures set forth by the Rules and Regulations Implementing RA No. 8185.
- Ensures regulatory compliance and proper governance in fund management.
Effectivity and Implementation
- The circular is effective immediately upon issuance.
- It guides all concerned LGUs for appropriate use of calamity fund allocations.
Administrative Issuance
- Issued as a joint memorandum circular by the Department of Budget and Management and the Department of the Interior and Local Government.
- Signed by the Secretary of Budget and Management, ensuring executive authority endorsement.
