Ownership and Management Restrictions
- Ownership and management of mass media are limited strictly to Filipino citizens.
- Applies to corporations or associations wholly owned and managed by Filipino citizens.
Coverage of Foreign Publications
- Foreigners residing in the Philippines and foreign corporations printing or publishing works abroad but circulating them in the Philippines are covered by this decree.
Distribution of Foreign Publications
- Foreign publications seeking circulation in the Philippines must do so through Filipino citizens or firms fully owned or controlled by Filipino citizens.
- The Filipino distributor is responsible for legal compliance and liable for any criminal or civil actions regarding the publication.
Penalties for Violations
- Violations result in the cancellation of permits.
- Guilty persons face imprisonment from six (6) months to five (5) years, a fine of Ten Thousand (P10,000.00) Pesos, or both.
- If a corporation commits a violation, responsible officers or employees are penalized.
Repeal and Modification of Inconsistent Laws
- All laws, decrees, orders, instructions, and rules inconsistent with this decree are repealed or modified accordingly.
